Chapter One: Definitions

Chapter One of the higher education regulations establishes precise definitions for key terms and phrases that are critical for the consistent interpretation and application of the regulations governing graduate studies within the Kingdom of Saudi Arabia. These definitions are essential for all stakeholders involved in graduate education to ensure a unified understanding across various institutions and programs.

Firstly, the term "Graduate Studies" is defined as the educational stage that follows the completion of a bachelor's degree. This stage encompasses advanced academic programs aimed at deepening knowledge and expertise in specific fields. Programs included under this term are graduate certificates, which are short-term programs focusing on specialized skills and knowledge beyond the undergraduate level; master's degrees, which involve advanced coursework and research leading to a master's qualification in a particular discipline; and doctorates, which are the highest academic degrees requiring original research culminating in a dissertation or thesis, such as a Doctor of Philosophy (Ph.D.) or professional doctorates. This definition clarifies the pathways available to students after undergraduate studies and outlines the nature of programs classified under graduate studies, establishing the scope of programs that institutions need to align with the regulations.

Secondly, "Classification" refers to the Unified Saudi Classification of Educational Levels and Specializations issued by the Council of Ministers through Resolution No. (75) dated 27/1/1442 H. This classification provides a standardized framework for categorizing educational levels and specializations across the country, ensuring consistency in the recognition and accreditation of educational programs. It includes any amendments or updates to the original resolution, maintaining its relevance with ongoing educational developments. For educational institutions, aligning their programs and specializations with this national classification is crucial for recognition and funding, and it facilitates oversight and standardization for regulatory bodies.

Thirdly, the "Framework" is identified as the National Qualifications Framework of the Kingdom of Saudi Arabia, adopted by the Board of Directors of the Education and Training Evaluation Commission during the first meeting of the second session held on 6/6/1441 H. This framework establishes national standards for qualifications across all educational levels, ensuring that qualifications meet specific criteria regarding learning outcomes, competencies, and skills. It incorporates any subsequent amendments or updates to stay aligned with global educational standards and national needs. This framework guides institutions in designing programs that meet national qualification standards and serves as a benchmark for evaluating and accrediting educational programs, thereby playing a pivotal role in curriculum development and quality assurance.

The term "Authorized Vice-President" is defined as the university vice-president responsible for affairs related to graduate studies, as per the university's organizational structure. This official holds significant responsibilities, including overseeing the administration and strategic planning of graduate programs, ensuring compliance with national regulations and institutional policies, and acting as a liaison between the university and external regulatory bodies concerning graduate education. The position centralizes leadership and accountability for graduate studies within the institution, facilitating effective communication and enforcement of regulations at the university level.

Lastly, "Executive Management" refers to the deanship, department, or unit within the university charged with executing academic procedures related to graduate studies in accordance with the university's approved organizational structure. This administrative body is responsible for implementing policies and procedures as outlined in the regulations, managing the day-to-day operations of graduate programs, and ensuring that academic processes align with both university and national standards. By defining the structures responsible for the execution of graduate programs, it establishes clear lines of responsibility and accountability for adherence to regulations and quality standards, thus contributing to operational efficiency.

These definitions apply whenever the specified terms appear in the regulations, unless the context explicitly indicates a different meaning. The purpose of detailing these definitions in Chapter One is to eliminate ambiguity by providing precise meanings for key terms, ensuring uniform understanding and implementation of regulations across different universities and programs. By referencing official resolutions and decisions, the definitions are grounded in authoritative sources, providing a legal foundation for the regulations.

Overall, Chapter One serves as a foundational component of the higher education regulations, meticulously defining critical terms to establish a common language and understanding among all parties involved in graduate studies. By detailing the meanings of these terms and their implications, the chapter ensures that subsequent regulations are interpreted and applied consistently, thereby upholding the quality and integrity of graduate education within the Kingdom of Saudi Arabia. This comprehensive approach benefits students by providing clarity on the graduate studies landscape and the administrative bodies involved, faculty and staff by outlining their roles and responsibilities, educational institutions by ensuring alignment with national standards, and regulatory bodies by enhancing their ability to monitor and guide institutions in compliance with national educational objectives.
